Abstract

Digital access to content on sexuality and gender creates a need for coordinated prevention among Muslim adolescents, while existing initiatives in Selangor remain fragmented across religious guidance, counselling, education, family support, and enforcement. This study develops the NURANI Model as an Islamic-oriented holistic prevention framework. Using Design and Development Research, it involved needs analysis, model design and development, and usability evaluation. Semi-structured expert interviews were thematically analysed, and the Fuzzy Delphi Method with 18 multidisciplinary experts assessed the proposed elements. Findings identified four domains—individual, family, community, and government—and six principles: Nilai, Ummah, Responsif, Amanah, Norma, and Integriti. The retained elements met the expert-consensus criteria, and the model was evaluated as clear, relevant, and usable. The model integrates Islamic value formation with ecological and psychosocial support rather than a single-sector or punitive response. Field testing involving adolescents and implementing agencies is required to determine effectiveness.
